Update test repo outputs to use pip-installed latest versions of matplotlib and cartopy
DO NOT require conda-installing matplotlib and cartopy for test outputs to match
Use pip installed matplotlib >= 3.7.0
For conda-based installations, only install libgeos and blas via conda, pip install all Python packages.

Installation Updates#
Update setup scripts to use pip installed matplotlib >= 3.7.0#
From issue GEOIPS#208: 2023-03-22, use pip installed matplotlib >= 3.7.0
update to pip installed matplotlib>=3.7.0, cartopy>=0.21.0.
Only install via conda:
openblas (scipy dependency) and
geos (shapely/cartopy dependency)
Conda installations of the SAME verson of matplotlib and cartopy as the pip installed versions result in slightly different annotated outputs!
So, ensure we always install the Python packages via pip for consistency, only use conda for dependencies.
Must also update of all test repo outputs required for tests to pass.
Eventually we will likely want to modify the annotated imagery comparison tests to not rely on the exact placement of annotations, but for now, just update a few test repo outputs on dependency version updates.
